STATEMENT BY THE CITY’S EXECUTIVE MAYOR, PATRICIA DE LILLE
Following a decision by Council today, 26 October 2016, it gives me great pleasure to congratulate Achmat Ebrahim on his appointment as the City Manager for the new term of office.
Over and above his qualifications, which include a national certificate in municipal financial management and an advanced diploma in public administration, Ebrahim has a total of 36 years of experience in local government – with 25 years served at senior level and more than 10 years as a city manager.
Ebrahim has an impeccable record and a wealth of experience where he has successfully demonstrated the ability to provide leadership and strategic direction to a massive, complex and diverse organisation.
Under his leadership and management of the executive directors, the efficient and effective implementation of the Integrated Development Plan and the Organisational Development Transformation Plan, the most notable achievement of the City of Cape Town has been unqualified audit reports which include four clean audits as well as the best local authority credit ratings over the past decade.
Ebrahim was also the top achiever in the Municipal Financial Management Act municipal competency training course at the University of Stellenbosch in 2012.
Following the 3 August local government elections, the position of the City Manager was advertised nationally from 26 August to 9 September 2016.
A total of 81 applications were received and a shortlist of six was compiled.
As part of the extensive interview process, all shortlisted candidates underwent a competency-based structured interview conducted by a selection panel.
In addition, candidates for positions at the senior management level are also required to undergo a competency-based assessment.
The competency-based assessment found Ebrahim competent at the advanced level.
The process identified Ebrahim as a suitably qualified and competent candidate for the position of City Manager for endorsement by the Mayoral Committee and recommendation for appointment to Council.
As we look forward to the next five years of bringing even greater delivery to residents and maintaining strong financial management, we are pleased that Council has today confirmed Ebrahim’s appointment as the City Manager.
I would like to thank the City Manager for leading the organisation with the highest level of dedication and professionalism in the past two terms and wish him all the best for the new term.
